Draft Planning and Design Code public consultation

The State Planning Commission has released the draft Planning and Design Code covering the rural and urban areas of South Australia for public consultation.

The Planning and Design Code (the Code) is intended to offer a single, consolidated set of planning ‘rules’ for assessing development applications across the state, and sets out the ‘rules’ that determine what landowners can do on their land. The Code is expected to come into effect by July 2020 for Urban Areas which includes the council areas of Barossa, Onkaparinga, Alexandrina, Adelaide Hills, and Mount Barker. The draft Code and more information about the reforms can be found at the SA Planning Portal website.

Some specific issues of relevance to wineries are:

  • new beverage production policies to guide development approvals;
  • new policy initiatives for renewable energy facilities;
  • greater opportunities for tourism and other value adding enterprises; and
  • potential unintended impacts on the character of wine regions.

Some regional public information sessions have been announced at various locations in metropolitan and greater Adelaide including: Eden Valley on 13 November, Strathalbyn on 14 November, Stirling on 20 November, Noarlunga on 26 November, Woodside on 4 December, Gumeracha on 5 December and Adelaide on 12 December 2019. SAWIA is reviewing the consultation documents with a view to preparing a submission, and is seeking members’ views on the draft Code. Consultation is open until midnight 28 February 2020.
